This is talking about David's conception, not his birth. It is talking about His mother, not Adam. He is talking about himself, not all mankind. He is saying that it was through some type of sin that his mother got pregnant. David was not making an excuse for his sin by saying 'I was born this way'. Adultery is a choice of the will, as all sin is a free will choice. We cannot be born sinners because a sinner by definition is someone who chooses to sin. We can only choose to sin after being born and therefore we cannot be born a sinner.
